Why different frequency clochemerle in RAM are different?

Why different frequency clochemerle in RAM are different? If you can buy a memory kit with slightly lower frequencies, but cheaper and overclock this model as it will allow the motherboard? Or there's some sort of selection of chips, some allow you to overclock to 4000Mhz, while others do not allow and therefore, the second stand delile?

very much in General terms about the mechanisms of pricing of any product:
-the manufacturer, the volume of market, market potential (market research, production capacity);
marketing product positioning (range: from lomascolo to elite + relationship with the item above);
-consumer product characteristics (relationship with the item above);
-the cost of production of goods (relationship to the above items);
the components of the final price (plus cost: the path from the point of production to the point of sale + features of regional markets and the intensity of the territorial presence of the manufacturer);
in the case of the same memory, no special selection is not. there is one-two-three producer of memory chips and circuit boards, which in the production process due to the different variables of the specifics of the work of two or three types of characteristics (something better, something worse; no special. technologies to create bajovski or luxury products). next, there are thousands of vendors (sellers, tiarosporella the final product, in the form of blocks of memory, like the Corsair that you put in computer), who purchase these two or three sets of memory chips on the boards, ready for operation, and they (the vendors) are already free to do anything in terms of marketing in order to resell them to final point of sale according to customer hands.

In the end, if you take for example the cheapest Gskill Trident lanaki from Z, for example at 2666mhz and it can be overclocked to 4000mhz, just no selection in the chips there?
