I do not know solved this problem or not,but here's the thing,there are three quest help Ian,the Eskel and Lambert if you start to help Eskel or Lambert the quest with Ian begins as soon as the jobs are running Esquel and Lambert quest Ian starts to work normally.Or so the developers intended that the quest Ian last.
