All kind time of days, I have a 1366x768 monitor connected via VGA. Found the solution in my case:
- in the game, put window mode without frames;

- selectable resolution is 1600x1200

Bought a new computer, there was a problem. I dug it all up, killed 2 hours of time to solve this problem, because not comilfo. Downloaded the program for a couple of posts above, did not help. He turned the game around, bluntly pressed ALT'Enter and a miracle happened. Missing frames, full-screen game. I feel like a complete idiot.

The problem lies in the monitor connection. If you have no such problem connected via HDMI, otherwise there will be stripes. Or if two monitors need to be turned off.

I fought for a very long time and looked for a solution to the problem with black stripes and OH MIRACLE I found a solution !!!
Let's say you have an aspect ratio of 16: 9 and a resolution of 1920x1080 on your monitor, and in the screen parameters you have selected this resolution and work correctly on it BUT !!!
The reason for the black bars is that in Windows, in the screen parameters in the "screen resolution" item, if you look at the list of available resolutions, for example, a resolution of 1024x768 (recommended) or something other than a resolution of 1920x1080 which has a parameter (recommended) and when the game starts then it reads the screen resolution parameter exactly where it is (recommended) well, in this regard, black bars appear.
In order to defeat this problem, you need to do so that the screen resolution in Windows would be 1920x1080 (recommended).

What I did in this program (in the upper block "Detailed resolutions"), I deleted the resolution of 1024x768, which I had in Windows as (recommended) and clicked OK. Then I ran restart.exe (it was in the archive with the program), and ABOUT MIRACLE resolution of 1920x1080 became (recommended).
Immediately I launched the game and there were no black frames.

Only here the use of the program is described a little incorrectly.
In the program, the native resolution always comes first in the top list. In this list, these resolutions can be interchanged, and if this list contains a native resolution for your screen, then it is not necessary to remove something. It is enough to select your resolution and use the up arrow to raise it to the very top of the list. Then restart the video card driver via reboot.exe.
But it happens that this list may not have your permission. And this resolution is in the list below. Then if there is free space in the top list (and a maximum of 4 permissions are allowed there), then you need to add your permission. If there is no space, then you need to remove some unnecessary, and then add. When adding, enter your resolution and select automatic (pc) from the top drop-down list, if you have a regular monitor for a computer. Otherwise, read the description of the program and choose the option you need. Then click ok and reboot the video driver with the reboot.exe file.
This problem can manifest itself when connecting a monitor through adapters from hdmi, d-port, dvi to vga. Here, too, it may still have a dependence on the adapter itself. If you solve it at the hardware level, then just use a monitor with a digital input and connect it without adapters. If there is no money for this, then it is solved at the program level as described above.
And as I said, this is the MOST COMPETENT solution to the problem, since this solution treats the disease itself, and not the symptoms.
