The graphics card is not working 100% the Msi gtx 970

Help to understand what the problem is
the configuration of the computer:
CPU - i7 6700
Motherboard - Asrock Fatal1ty gaming z170 k4
graphics card - Msi GTX 970 GamingX
RAM - Corsair one 8 GB
Power supply - 700w
Windows 10 Pro 64-bit.

Well, the essence of the question. Games like GTA 5 ultra settings without antialiasing often promazyvaetsya from 60 fps to 40-45 fps, which is very noticeable. Twitches all.
Download card sometimes drops to 50
.What could it be?

How many at those settings VRAM used ? Have a gtx970 if the game takes 2.6 fps in the test that comes to 130. If more than 3 g b then there is a drop in fps.

the lack of RAM plus the cropped video card with castrated memory, which is not high-end. for this configuration more than the normal behavior of the game.

Try to turn off vertical sync in the game and the video driver, turn off triple buffering.

Using video driver for GTA 5 can enable the power management mode maximum performance through the task Manager to put a high priority for GTA 5, the game settings, choose windowed borderless.
