Just still need more,as there is no stable 60 fps. Especially when it comes to traffic.In such FPS games with a better margin to have them,would be 300-90k/s than the 63-33/s. the required CPU frequency is 1800,that's what happens on the Riesen 1550Мгц:

I had until recently a similar situation with FallOut 3.FPS even in areas could fall 60 to 33/p.
