Lost language bar. (Dishonored)

Go to start->control panel->clock, language and region->regional and language options. In the window that appears in the tab keyboards and languages click on change keyboards drop-down list, change the language of the default layout from Russian into English and save the settings.
The language bar icon should reappear on the taskbar.
Then you can again change the default language to Russian.
