PROBLEM SOLUTION: you need to delete the game settings, this is done by deleting everything in the folder:
C:Usersyour_nameAppDataLocalELEX2Config
After that, everything worked.
And the game settings broke after GeForce Experience automatically changed the game settings to optimal.

Oh guys, I didn't have a CPU controller or MSI Afterbernera installed. Nvidia's experimental features didn't work. In short, the whole thing (at least for me) was in the installed cheat console (GUI). As soon as I took down all the files from the system folder related to the cheat console, everything immediately worked. If you want to slightly edit the save, it's better to use a cheat engine.
