Start the game program GameBooster 3.1 ( http://www.ex.ua/10671378 )
In the configuration GameBooster allocated to all services in the tabs of Unnecessary services and Other
Add the game to the program's database (you can slave.of the table or the bin folder)
Choose a game and click Acceleration and run
Enjoy.
Play with a disabled Internet connection (turned off GameBooster'om),disabled explorer.exe (disabled GameBooster'th)
Task Manager and the browser should be closed , because consume a lot of memory.
To enable explorer.exe back, need to Start task Manager -> File -> New task (Run...) -> enter explorer.exe -> OK .

Damn I have i5 3.10 Ghz, 4GB RAM, GT640 2Gb, Win8.1 on minimum settings runs with 15-25 FPS ... What can I do? Do reinstall clean Windows? Can win 7 to put?

The graphics card is slow. Try in control Panel NVIDIA put PhysX on the CPU. But in the game all the effects put on off.

If very expensive 750 Ti for 6.5 to take.
