Hang in games

Recently upgraded computer:
Motherboard Gigabyte GA-B250-HD3
Intel Core i5-7400
Video card Gigabyte GeForce GTX 1050 Ti
Hard drive 2 TB Seagate BarraCuda ST2000DM006
8 GB of RAM
Windows 10

The problem is this: in the games, and not even in the new (CS: GO, BF4, Arma 3, Far Cry 3), there are short freezes somewhere for one second every couple of minutes despite the fact that a good number of fps (e.g. CS: GO on max settings 150-200 in BF4 on ultra 60-70). In addition, even when watching videos on YouTube in 60 fps a couple of times per minute fps sags to 50 (also somewhere in the second).

Several times re-installed Windows, all the driver is, the driver for the video card and tried the old version that was on disk and the new. I thought that the problem might be the hard drive, verified it with HDDlife Pro, it shows the health and performance of 58%, although it is new.



In General, prompt how to fix it, is it really a problem in hard drive or can it be something else?

Likely that the problem may be with the hard drive. And the fact that it's new doesn't mean he's healthy. Once I have a new train died within 3 days, with a couple of days but it worked. In the screenshot you can see a lot of read errors and positioning. It is advisable to try to perform a full disk format...
Spoilerfree full format is full surface scan hard disk for bad sectors. If such sector is found, the checker tries to correct them, and if it fails marks them as broken. Consequently, such sectors are excluded from the tables the file system that are generated after a full scan of the surface. This means that in the future, in the faulty sector data are not recorded.
One of my drive had to do a full format, when S. M. and.R.t. began to swear at the bad sector on it. Result: the drive for 11 years and he's still in his Prime.
Broken sector is not necessarily indicative of the malfunction or aging of the disc. They can appear with a sharp push of the working of the railway, bumps, or sudden power off when the read head was not in the Parking area.

Did a full format. Nothing has changed. Swapping while I don't want, because I am not sure that the problem is in train. Here, for example, that video on YouTube with 60 fps sags to 50 . Can it be connected?

Browser cannot play videos directly from the Internet, because it does not say, but between the network nodes occur technological transfer delay of data packets, and the browser is forced to cache the received data on the disk. Crashing or freezing of the disc could cause the browser cannot read a frame from memory at the time. Hence the sagging.
