Sorry it took so long to write after creating the question,but in General, I found there is one way,personally helped me.
So Xinput1_4.dll not designed for Windows 7. So you go into system32, copy the file xinput1_3.dll (Namely 1_3,with other doesn't work) , put in in the same folder. Supposed to be a file called xinput1_3.dll - copy. Rename the file to xinput1_4.dll and try to run the program which gave an error. Text me if helped.

Turned out thank you! renamed the system32 folder Xinput1_3.dll in Xinput1_4.dll and start a new mafia 2
