SORRY FOR THE GRAMMATICAL MISTAKES.
Guys found the solution ! So those who have experience in 100000000 - take ARTMONEY , looking for this value , then play a little and again take out 100000000 ( in my case it was 66 values remained 40) . Further, all these 40 values change on the right ( for example 2500000 ) - go in game - the value does not change as it was 100000000 and left. Next, save the game , exit the game , includes , loaded, and voila - your level 22 again and all the missions work !
