You can limit fps via RivaTuner, it is part of the program MSI Afterburner.

Try my settings.
Window mode full screen.
Anisotropic filtering 16X.
Antialiasing FXAA.
SSAO, Yes.
Global illumination, Yes.
All other settings: no or low, nor one departure per week.

If I disable the paging file, Call of Duty starts to take off.
