How to increase fps in a built-up settlement? (Fallout 4)
Don't know what the terms are applied correctly so I will describe how blocks. There are for example huge house with cluttered rooms inside. If the street to look toward the house then fps drops to 30, if to take the camera to the side, for example in the opposite direction from home then fps returns to 60.
Is it possible to make objects in the room are not loaded in memory? That is, the wall of the house should serve as a blocker to download the interior design objects.
In the end, the interior objects and the settlers must be loaded into memory only under condition of direct visibility.

Nope, impossible. All the items in a certain radius from the player are automatically loaded. A variation of this algorithm is only possible at the level of the engine, which in fact can be done only by the developers. So someone will have to reduce the number of objects.
the game is broken adjust the view distance of shadows. put it in the middle or adjust manually in the ini file. this setting has the strongest influence on the fps. if doesn't help then lower the resolution or other settings to an acceptable 60 fps even in busy scenes.

FPS sits not necessarily because of a set of visible graphical objects . The CPU calculates not only visible objects , but all that are in the play area . In your case , you can clean the house from trash and then the CPU load drops and FPS will increase .
