Games stealth mechanics and NPCs (Fallout 4)

How does STEL mechanics in the game in the situation the NPC vs NPC ? Of VIDOS on YouTube , where they make mass slaughter where the enemies are using stealth their enemies , at least visually so you can see, it does not prevent to fire on them. I would like if anyone know the exact info.

I wonder how the NPS mechanics work against the Player, and whether there is such a mechanic at all. Of course, I'm about fashion, in the original such mechanics and did not smell. Not a player against an unscripted player, but an off-the-record opponent against a player (they try to sneak up on the player, not the other way around)
