The dark brotherhood had great service brothers of the Storm? (The Elder Scrolls 5: Skyrim)

In fact the idea is exactly the dark brotherhood killed the Emperor,not the brothers of the storm.

It would be very interesting to play in the storyline where the dragonborn would be able to consolidate power by finding a compromise between the brothers of the storm and the Empire. After all, there is a very interesting quest talks at one table, the talks I really liked.
