Replacing the processor with a 2600-3600 should improve the position. The 1600 has low performance on the core, much less in the drain.

in CS:GO 1600 can not be the reason for the friezes of the word at all, much less productive percent copes with this game to cheers.

There's no way to cool it. The video card is no higher than 71 degrees, the percentage at a peak of 67 was. The hull has a good blowout. Maybe there's a problem with the wind. The head doesn't cook at all

Hard drive, check for the bads, if in line hang updates of the wind again them ! I had one system like this, the loader percent strongly 9100 just puffed without a load somewhere 40-50 percent because of updates hanging in the queue, updated and fell to 2-4.
