Long loads Windows

It can't take so long. Something's dying, most likely BP. Maybe another graphics card. Check the built-in video for how it will be loaded. And they drank a screen with power numbers.

I've noticed for a long time that Win 10 on AM4 is loading longer than Win 7 was loaded on AM2.

Just used to have a pc: i5-4570/gt1030/12gb (4-8) dd3 and the same drive. There were 23 phps on the minimals, but no frises. Why? And a friend in general also 8GB, gtx1060 3gb/i3-8900 and he has everything perfectly, strange somehow.

Because the performance of the system "rested" on a weaker graphics card. The more powerful the vision (more frames / per second), the higher the load on the processor.

Depends on the game itself, the 5th GTA is not the most processor-dependent. You can try for example Assassin's Creed Origins / Odyssey - do not know how now, and at the time of the game loaded and more powerful CPU.
