Buying a new HDD, advice needed

In general, now in the Toshiba system unit [DT01ACA100] and it just recently began to slow down the entire system, when it boots to 100% it starts to hang tightly and comes to life after 30 seconds. I checked the blocks for bad, yes, they are there and the program cannot restore them. Yes, I think it makes no sense. The railway was purchased in October 2014.
I think it will be easier to buy a new one, and I would like to know which company is better to take a railway with a price up to 4000 rubles?
Let's say I buy a new hard disk drive, it will be the main one with WIN, will it be possible to use this broken hard disk drive to store files?
And one more question, is the life of a railway on average 1.5-2 years now?

I have only 2 options, their appearance.
1) HDD defect caused by external factors, temperature, etc.
2) Victoria could not work correctly with troubles.
Try to use MHDD instead of Victoria

I will only warn you that to understand how to work with her and the work itself may take more than one evening (it all depends on the quickness of the person).
If, after all the manipulations with it, the disk still continues to pour in troubles, then it is definitely worth replacing.

I have never seen a pace higher than 37 degrees, an average of 35, the disk did not fall, it was always neatly attached to the box for mounting the HDD.
I don't think MHDD will help.
Victoria drove it 4 times, 2 through a program in Windows, 2 times through DOS
3 more times through HDD Regeneration, also through DOS.
They don't fix it in any way.

For me personally, out of 8 airborne units, only 1 began to be capricious, cut out the badges, soon the third year will go without problems from 5 Samsungs, not one has lived more than 2 years.
