Hmm .. I don't know if joysticks are supported in GTA 2 or not, but you can try connecting a controller with sticks if you have one. In this case, not a strong movement of the stick will produce exactly walking and not running.
At least this is true for all GTA starting from the third part and many other even old games.
You can launch the menu through debug, but for this you need to fumble in the in-game keys. Moreover, the change occurs not by turning on the "walking mode", but by switching the pointer to the model of any other pedestrian.
There are no working scripts / mods, since no one has the desire to dig into the heap of incomprehensible addresses in the memory of the game, and Rockstar has not published the source code for open access.
PS By the way, about 2500 people have subscribed to the petition for the release of the source code for 2013. It’s strange, because it wouldn’t hurt sales in any way, but it’s clear, Rocky in his style, keep the brand.

Modding is there, but you can see how poor it is. The most interesting features, namely operations with real-time processes, are limited to trainers with a meager set of "Add a bunch of money / weapons / HP" functions. There are no scripts similar to cleo in the senior parts, just like there are no enthusiasts who are ready to share thousands of obviously incomprehensible addresses by trial and error.
