I talked to the GTAMP admin who was involved in the development of the abandoned mod, and it was from him that I received a file that allows you to switch to walking. It's somehow delusional that there is no switching. The archive contains files: gta2slow.exe (just walking) and gta2fast (speedhack), run only as administrator.
