In my opinion, it was like this:
GG was sent to Dubai with two partners in order to save the civilian population, or at least those who survived. Here they are attacked by the rebels (directly rebellious residents of Dubai). At the beginning of the game, we know that Konrad stayed in Dubai. He led 33 and helped civilians. It seems to me that all the CIA officers who had to be killed at first are the beggars. In the game, we saw an American helping the rebels. But after the GG and his comrades shot American soldiers and civilians, he went crazy. He began to see living people instead of the dead hanging on the bridge. The radio, through which he allegedly communicated with Konrad, was generally broken. He invented Konrad and all his sins. At the same time, who knows when Konrad got covered and why. It's just that when the GG finds him at the end of the game, the corpse is far from fresh. I certainly didn't fully understand why GG brought down the Americans the whole game. Maybe someone will explain to me, but I am still inclined to think that they are hackers and moraders.
