Graphics card load (Watch_Dogs 2)

Greetings, it means that I encountered such a problem that the video card is loaded by almost 100% during the game, I tried to lower the settings - it did not help, can anyone know what the matter is?
My hardware:
RAM: 16 GB (DDR4)
GPU: RTX 2060 SUPER
CPU: RYZEN 3500X
One cooler for the processor is deepcool, the other 4 from the case are zalman

Try to enable vertical sync in the game and in the video driver, enable triple buffering.

Lock on average fps in the video card driver.

Probably consumes watts and makes noise, and heats up, and produces ragged fps.

Ragged FPS issues when a card without a FPS lock is NOT 100% loaded and this is just a problem.
Because any emphasis on memory / processor = long frames and peaks at frametime.
And the emphasis on the video card is smooth FPS and comfortable gameplay and this is what you need to strive for.
And the advice to block FPS at 30 on the map, which pulls it under a hundred in this game, is a dump of Boska.

Regarding watts, it is noisy and warm - AND WHY DID HE BUY THIS CARD? What would lock the potential of the card and save watts?
