I still can't believe it either, and I still can't believe the problem with the hair.
Why, in the same 2014 Witcher 3, hair, even without nvidia hair, is really allright at any resolutions with any settings. And in the same cyberpunk at ultras, but fullHD resolution, the hair is grainy, with a defect ...
I can assume that all because of the popularization of gaming in high resolution. It's kind of like the evolution of gaming. And it is possible that initially the game is developed in an acceptable high resolution, and then it is simply compressed to certain ones.
But these are just assumptions. It is highly likely that such a technique was used before, maybe in our time compression occurs at a low-hack level. Maybe some technologies are not optimized for low resolution.

not well, here you turned it down. The difference in full HD and 4K will be visible to the naked eye. Because in 4K resolution there are several million times more pixels than in full HD

On the fhd monitor, it is not visible in old games such as the Witcher, etc.
