penetrated. the spell is obviously Spell Penetration. It does not affect DC, but it increases the likelihood that the spell will hit opponents who have resistance (such as drow or monks). A useful thing for a warlock.
As for the warlock in pvp, it's pretty weak. It loses to melee players (knock, from which no armor saves) and casters (bigby + isaacs). In the party, he can do good damage while hiding behind the wide asses of his allies.

Thieves also have to act correctly - they got from 3-4 stealth to the caster, chik-chik and in a couple of seconds there is no caster.
They also have builds so that they are correct. What kind of fighter is this if he does not have 10 levels of RDD, a magician who is not wearing a fullplate and does not have 3 autostills or a thief without 2 levels of blackguard and a cloak with + to charisma :)
Then it will be clear how much the warlock is weaker than all the others.

too :)" This is not a bug. Combat and improved combat experience or expertise give a melee minus attack (melee attack). But the warlock's blasts do not use the ab melee attack. Blasts go on a touch attack (remote touch attack) and expertise cannot influence them in any way. For serious battles (not in an official campaign), expertise is an indispensable attribute of the warlock, it is too weakly protected and simply cannot survive without these two feats. And they should be taken as early as possible.

In a serious battle, the place of the warlock is behind the back of the tank, from where he casts spamohast and his blasts (disease-causing (saved by resistance for 10 rounds of stun), corrosive (acid) and binding (saved at will)). In general, the warlock is not the strongest character, but it has its own place and its own ecological niche :)

Using improved combat expertise or defensive casting depends on the ratio of enemy attack to your armor.
For example, if the enemies are weak and only hit on a roll of 20, then the expertise does not give anything - defensive casting is better. And if an opponent with a powerful attack hits, say, at 15 or higher, then the improved expertise will make it possible to hit only at 20. In this case, it is better to get 2 attacks on your own, which will hit with a 5% probability, than one that hits with a 30% probability.
Let me tell you this. Warlock is my favorite class, they played the game five or even six times ... I'll start right away with a bad one - there are simply NO Fits for a warlock in HBH2, for some reason they were not added by the developers (Focus: Eldrich Blast, Focus: Invocations, Spellcasting Prodigy : Warlock, etc.) There are no 24 (!) Invocations (divine invocations). Only "Infernal Invocations" are present. Warlock is the most useless class at low levels (1-10) so it doesn't look very good in the original company.
