Friezes + incomprehensible artifacts (RAGE 2)

I recently received Rage 2 for epic games
and noticed that when I turn off the vertical sync, incomprehensible "artifacts" appear
from the video all the rules in other games and the donut behaves calmly does not rise above 70 degrees
when the vert sync is turned on, everything becomes normal, but the game sets lock at 30 fps (with any graphics settings)
and when adaptive top sync is turned on, it becomes 42-45 fps, but the picture is so torn that it feels like 20-25 fps
when turning on the window mode and turning off the vertical becomes all the norm, "artifacts" disappear and the fps becomes 70 and even as a sign exactly
what is the problem, please tell me

Through the AMD driver panel. There is a Lock FPS. I will not tell you exactly where, I have been sitting on the amd for a long time. But you will find, just poke the menu
