Uploading textures, Missing textures
Recently I noticed that the textures in every games are to be loaded when you approach them, sometimes even appear in front of the face, and if you run back a little then up again, in most games, grass just to creep on the go. Was repeatedly tested: hard disk and RAM, all OK, video card never heated above 60-65 degrees and CPU is above 60, the computer is about a year, my CCF: video Card: nvidia geforce 1050 ti CPU: i5 8400 (turbo bust) 3.8 Hz, RAM: 16g (2 of the die for 8) 2400hz, a Regular hard drive to 1TB.No viruses, PC is not heated, I Tried to remove the driver using DDU - did not help

Depends on what settings you play. 4 GB of memory by today's standards is not a lot when you install new graphics settings (especially texture quality) at higher rates (especially in full HD). The game can start trying all the time to overload of textures in video memory, and if not enough - will be shipping with the disk. If it is slow: for example old (or have not defragmented) HDD can be delayed.
When making a video, would be nice to show all the graphics settings to see what video shot. And even better to during recording, display the load data of the system components on the screen (e.g. MSI Afterburner, etc.): CPU (all cores / threads), GP (including videoplanet), the RAM - the more data, so it will be easier to understand why.

On your examples, I would like to see the download GP and videopamela.
download drive promonitor at least through the resource monitor of windows. can check surface quick reading through hddscan, hdtune or victoria, to be able to understand the presence or absence of subsidence in the speed of that surface. judging by the smart surface should be fine and without delays\errors in reading and writing. maybe you have some process type jump\the distribution of the torrent at the same time with games works, which is the maximum load storage operations. this, incidentally, is clearly evident in extremely slow application response times and a very long download.

Chose the game in which this is expressed most clearly...
In the video, in the place where the rocks missing texture, first try to enable the render to DX11 (R4) c the maximum possible graphics settings (with 16 GB RAM / 4 GB cap), except for antialiasing and depth of field, and the density of grass best left to a minimum.

In such settings the problem is?
