Here's what was in the early VCS and did not make it into the final version:
-Hairdressers and tattoo parlors (like those in San Andreas);
-game boss Leo Till from Vice City (cut out his missions; it is known that Leo Till himself had to issue them).

Carved out vehicle:
Spoiler Ambassador R12; a boat cut from the game, which was listed in the game manual, but had an image of the Speeder boat. The original design of the boat is unknown.
Kuruma is a sedan from GTA III and GTA LCS.
Unknown motorcycle R12; presumably a variant of the Streetfighter or PCJ-600 motorcycle.
Top Fun is not available in the game, although its files can be found in in-game resources. If you spawn it using the Cheat Device, the game will freeze.
Characters:
Spoiler Brian Forbes wore a mustache. There is no mustache in the final version.
Cut Missions:
Spoiler Based on early previews, a mission was planned in which Brian and Victor were attacked by the Mendes cartel.
In the mission Last Stand, Victor Vance was supposed to kill only Armando Mendes. In the final version, he (Vic) kills Diego Mendes and Jerry Martinez.
In the pre-release version of the game in the Jive Drive mission, the Vance brothers did not ride in a red Stinger, but in a beige Stallion.
There is no such water in the release version of the game.

Namely: another face, a tattoo on the arm, another inscription on the shirt.

Phil's Shooting Range had different interior textures, as well as there was lighting:

Initially, in the barracks, instead of a pistol, the player had an M16 rifle available:
