Freezes and 100% loading on a powerful pc (Call of Duty: Warzone)

Processor i7-9700
Graphics card gtx 3060ti
16 gb 2400 hz RAM
power supply 800w
game on SSD-disk.
Impossible to play normally: CPU load 100%, RAM 80%, video card (task manager shows 20-30%, nvidia 90-100% at 2000 MHz / 7000 MHz / 70 degrees),
100-140 fps, but every few minutes or when shooting / active actions / change of location / turns vriz for 1-2 seconds.
The settings have little effect on the appearance of friezes, less often appear at the minimum. Before that there was i5-9400, the problem was, I changed it to i7-9700 - fps grew by 10-15, but the friezes did not disappear, the picture did not change at all (the percentage is also loaded by 100%)
In other games, podfreezes are sometimes noticeable, but there (destiny 2) 150% visualization resolution, ultra settings and 140 fps
I do not know where to dig .. I threw more than 100k to play Varzona normally, but there is no stability from the word at all. My teammates 1060ti and i5-10400f have the same settings, fps less or the same, but everything is stable (!), Without friezes.
At the moment of the freeze, the discort and other programs also freeze.

Can forcibly limit fps to 60, then the processor will stop choking.

set the settings to the minimum, set the lock to 30 frames and see if there are any friezes.
roll out on monitoring such as msi afterburner, AIDA64, HWInfo or fps monitor CPU, memory, video card and drive load graphs with an interval of 500 milliseconds.
maybe your miner started up at all or the drive you are playing from is overloaded / overheated / dying.
PS I don't know what kind of problem you have in the hardware, which shouldn't be, but my destiny 2 at 3200x1800 gave out trouble-free 60 fps at the maximum decanter even on FX8320, 16gb DDR3 1866 and GTX 1080.
in black ops coldwar and warzone I play on my computer in a profile with high settings without additional HD textures at 1920x1080 and I don't see any freezes or lags at all: 60fps and a ridiculous load of iron in percentage terms.

Your RAM is slow for such a processor 2400 is very small, for a 6 nuclear engineer and for an 8 nuclear engineer, even more so!
Make Aida64 cache test and show the results, everything will be visible.
