Nicely, the price tag i7-6700 should be no more than 12-14k now. But if the choice is between 6700 and 7700, it is better to take 6700, for the acceleration of the bus+full motherboard for overclocking on Craigslist. 7700 with such a focus will not pass.
It seems to me that even 3 years level processors i7-4770/6700/7700 will work quietly. Then a couple of years stretched in KACH-ve CPUs for budget builds.
