750TI is already enough to ride in 1080p at maximum speeds of 30 fps. Radeon HD 7950 is generally much more powerful, it is not clear why it was written. Plus there was no optimization patch yet, press versions are usually very raw.

Recommended system requirements are written for high settings, not ultra. Ultra will need at least 980th. With minimum salaries, everything is easier, they are written for low settings of 30-50 fps at 720p. So count on what your units are capable of.
