First, Charisma and Intelligence are 10 each to figure it out and play. And on the second playthrough, Luck and Stamina 10 each to have some fun

In the 1st Folych, dexterity and luck were relevant, but now I really doubt about stealth ... Taking stealth, you essentially cut off the opportunity to use power armor. - or how do you imagine, sneaking in a 500 kg piece of metal?)))
Perception is necessary for a sniper, but how will VATS work? - not clear .....

Why do some people hammer into burglary, hacker, craft? Well this is nonsense, so many options for passing are simply swept aside.

My build for a light stealth sniper:
Spoiler
Strength: 2 + 1 from the head = 3 (hereinafter, +1 means from the head)
- Armorer: 4 levels

Perception: 7 + 1 = 8
- Awareness: 1 level
- Rifleman: 5 levels (MUST HAVE)
- Locksmith: 4 levels (MUST HAVE)
- Sniper: 3 levels

Endurance: 1 + 1 = 2
- Toughness: 5 levels

Charisma: 2 + 1 = 2
- Lady Killer / Man Hunter: 3 levels. And here you need to understand whether the "opposite sex" perk is given depending on the gender of the chosen one, or both. If the former, then it is better to play as a woman, then she will receive a Man Hunter. It would seem, and choa? It's simple - there are many times more opponents of men in the game than opponents of women.
- Lone Wanderer: Level 3

Intelligence: 5 + 1 = 6

Bobblehead, Volt Combat figures, grant +1 SPECIAL or perk in F4. In the third part there were similar ones, in NV it was not.

so when planning your build it makes sense to underestimate all SPECIAL characteristics by 1 point, because +1 point will be received by these figures.

The total amount of starting points is 28, which is considerably lower than in previous games. However they can be increased through spending points on level up, much like the Intense Training perk from Fallout 3 and Fallout: New Vegas, in Fallout 4 each level up allows the player an option to increase a single SPECIAL stat instead of choosing a perk.
