What kind of music? You can put a dynamic music theme as in the original game.
1) Go to Window in the top menu and select Show Data Base View.
2) In the menu that appears, select the Music tab and click the Load Library icon.
3) Load any library from the Music folder, for example Treehouse.
4) Select Shape from the toolbar.
5) "Cover" it all over your map to the brim (you can load such a zone from the original maps).
6) Then select the Enity / Sound / MusicThemeSelector object on the toolbar and add it to the map.
7) You can adjust the Indoor and Outdoor parameters if you want the music to play / not play in open spaces / in enclosed spaces (but that's another story ...)
The main parameters here are Theme and DefaultMood. The first is responsible for the theme being played, the second - for its mood. The mood of a dynamic theme is determined by the surrounding environment (for example, if a player freely walks around the neighborhood, the theme has one mood, but when it enters the battle it is different). By default, themes are in a calm mood - Sneaking (this is what must be specified in the DefaultMood parameter and when meeting with an enemy it will automatically change to Combat - the mood "during the battle").
Now we need to define the topic itself. If you chose Treehouse as an example (if you want detailed information about themes and music libraries - unsubscribe here), then its main theme will be OndeckDrums. This is what you must specify in the Theme parameter.
8) Now bind the MusicThemeSelector to your Shape. You can immediately enable the theme in the Data Base View, so as not to reload the map.
PS Regarding the "early war" - each group must have its own ID. Especially if they are far from each other. Otherwise, everything will "start up", whether they are at least a hundred kilometers from the scene. And you don't need to set the same ID to mercenaries and mutants either, because a goose is not a pig's comrade. In other words, there will be failures in the work of AI.
