temperature problem

Problem with FPS in games: GTA 5, cyberpunk, etc.
FPS doesn't want to go above 20, no matter what graphics settings I set, it's always around 20 FPS. The processor seems to be 100% loaded, and the temperature is only 26 degrees. If anyone knows, please help solve the problem.

Before that, there was a GT 730 video card. At the minimum settings, it gave out 30-40. Now I changed it to rx 470 and 20 fps on any settings, be it 800x600 minimum or 1920x1080 ultra.

For GTA (if we are talking about online, although it concerns the usual one), updates were released, and they increase the system requirements from those that were in 2015. A little, but still. My bro had an i7 3770 processor paired with a gtx 970, and there was enough processor for this vidyuhi, and even for more powerful video cards it was enough! but in modern games it was already not enough for 970! for example, in battlefield 2042 the video card was not loaded and the percentage was loaded at 85-99%.
