temperature problem

Problem with FPS in games: GTA 5, cyberpunk, etc.
FPS doesn't want to go above 20, no matter what graphics settings I set, it's always around 20 FPS. The processor seems to be 100% loaded, and the temperature is only 26 degrees. If anyone knows, please help solve the problem.

Hardly. And why did you change the card, you thought it would be better?

Of course I thought I had a lag last Morrowind

Just in case, make sure that your games are not running on the video core built into the CPU.
But in any case, the percent is half dead in modern realities, the lack of an L3 cache affects.

Well, this is how it looks, it's just strange that the percentage is so cold

And the workload jumps on the video card, I can’t throw off the video, but the percentages fluctuate from 0 to 100

The fact that the download on the video card jumps is just not surprising. Because it is idle periodically due to lack of personnel. And these frames by itself should be prepared by the processor for it.

And if you overclock the video card, it will get worse?

You do not need to overclock, the power of your video card is already excessive for the processor.

It's just that it was initially overclocked, I bought it from my hands

He most likely had better hardware than yours, in which case overclocking was justified.

Artifacts will appear only from increasing the frequency or from lowering too?

D

And would it be better if I lower the frequency?

It won't get any better! the frequency and voltage are lowered to reduce power consumption and temperatures, that is, it is called undervolting or downvolting.
