about the skill Blizzard (Diablo 2)

As you know, Blizzard always hits.
So, Question # 1: what principle determines the hit/miss? If you cast a Blizzard 1, what is the chance of hitting (let's say the player)?
Question No. 2: how to count the damage from Blizzard. For example, damage in statov 15K, if you get that Blizzard om player how much damage he receives? As I understand 15000/6 every second. Or is there pofreymovy?

We can assume that Blizzard last 100 frames in a certain radius every 2 frame appears SASOOLIA. Only 50 SASOOLIES :}.

Test getting SASOOLIES, at one point gets consistently 2 icicles, worth a little move of the enemy, or to cast not on nick, a little to the side, hit count to change. And I did it so that if cast at a single point, then the number of hits icicles consistently, say 3, 3, 3, shifted 2, 2, 2, 2.
