Check your Windows build. This error occurs on builds 160 *, starting from 1909 (tested on Win10 Pro) everything is ok. Past Windows builds do not fully support DX12 Ultimate.
PS I did the following procedure:
1) I installed a new Win10,
2) installed the latest drivers on 1050ti
3) installed the game
4) started it and everything is ok.
