Last year I played many projects on Ps4 PRO and got used to 30 fps.
I have a Core i7 6700K (not overclocked), 16 GB DDR4, GTX 1070. If you chase a stable 60 fps, then these are just low settings and lower resolution. It's sad.
I chose a different path - I twisted everything to the maximum, except for the rays. Generation 10 does not support. The resolution is 1080p, I didn't artificially lower it. Now I have a stable 30 fps. So I'm comfortable.
To be honest, I did not specifically take it to the console, because I was sure that it would work much better on a PC, but it turned out what happened. I doubt that the patches will allow me to raise the framerate to 60 fps, so I have already resigned myself.

Turn off reflections completely. I'm talking about those where you can set the "Impressive" tincture. Turn it off completely and the pixelated grain will disappear.
Then go to the NVIDIA control panel, 3D settings, find the .exe Cyberpunk 2077 there, find sharpening there and set: 0.50 sharpness and ignore graininess 1.0.

But my computer is far from top, so for now.
