Windows 10 vs Windows7 (Rise of the Tomb Raider)

Microsoft is promoting its tenth Windows, they said something about Directx 12, but what in reality? Is there a difference in FPS, and if there is, how much?

And I'm not worried about the pack and I'm sitting on 7k and I don't see any reason to go over. (+ I turned off updates after a clean installation, since according to rumors Microsoft released spy updates for 7 and 8k.)
