Try downloading the EVGA PrecisionX software. And watch the GPU frequencies under load.

with GTA 4 most likely your Core 2 duo cannot cope, so it freezes. Steps are the absence of active anti-aliasing - try turning it on in the application itself, or in the driver settings. But be prepared for an even bigger drop in FPS

why are you lying? 400 is minimum enough for the eyes. 75 from PCI and 75 from bp.
