At first glance, it immediately resembles GTA3. But the big difference is that you can be both good and bad. You play as a cop and you can either kill criminals and crush civilians (bad cop), or neutralize the villains and not crush anyone or kill for nothing (good cop). Well, plus the plot is still very interesting.
