As much as they can, Gears Of War Judgment is also a spin-off, moreover, a weak one.

I do not think that this game claims any exclusivity or the release of DK11 to PS4. But I think they want to protest the possible sales of the series on the console.

Hori said that he wants DC on the big screens, and here is a similar spin-off. A multi between ps4 and Yu is unlikely, so DK 11 is most likely to be onli ps4. Although with the local grind of the series on the portable it is better, IMHO.
