According to Horii, right around the time it became clear that he wanted to create an action-based Dragon Quest, he was contacted by Koei Tecmo, and thus asked them if they were willing to make it.
The concept behind the game is an invasion of one million Dragon Quest monsters of various shapes and sizes. The game's giant monster battles are said to be inspired by Toukiden.
The game has been in development since last year at Omega Force under the production and supervision of Square Enix. The staff, who have a lot of love for both Omega Force and the Dragon Quest series,
are bringing a lot of great ideas to the table, Horii said. The Dragon Quest creator has supposedly been pretty hands-on in development.
Heroes will offer various orchestrated arrangements from previous Dragon Quest games and composer Koichi Sugiyama. The “level up†sound will also return.
Finally, Horii said that the next numbered entry in the series — Dragon Quest XI — is currently also in development, but first, Square Enix wants you to play Dragon Quest: Heroes to build up excitement.
Dragon Quest: Heroes is due out for PlayStation 4 and PS3 in Japan in spring 2015.

There were hints that XI was in development for the PS4. In the first demo, the player was level 8 - DQVIII, the last game in the series to be released on the PlayStation console. In yesterday's demo from series creator Yuji Horii, the player was already level 11.

Dragon Quest XI is currently in development for unannounced platform (s). Using this as evidence, blogs deduced that Dragon Quest XI, is in fact in development for PlayStation 4. Ogasawara apparently playfully added a reference to the “level 11 ″ stuff becoming such a hot topic to Square Enix's booth signage.

Judging by Ocarin's quotes in this thread, this is possible in the future. With this game, they probably want to see if there are still fans of Dragon Quest at the Sony station.
The game will be released on February 26th.
The PS4 bundle will be released on December 11th and will include a download code for the game one day ahead of the official release.
