second option is at the town hall (sort of). There you will have to park on the lawn, but there is a lot of space.
I selected places according to the criteria: large open area, city center, convenient access.
There is also an idea not to drive in a circle along the entire highway, but to turn in front of the military base and go along normal roads.

By the way, the barrier opens - just the watchman is a brake, you need to stand for 5 seconds until he wakes up and opens it :)

But it is a long way to get there from any apartment, and from there it is a long way to go to the exit from the city if we go clockwise. Driving on the highway around the island is really not a good idea, you're right. I would suggest to move through the city towards Del Pierro, there along a narrow highway (which is along the river) to get to the military base you designated. There you can take pictures with the airplanes at the turn to the base, and then move along Highway 68 to the east. From there there are two roads:
1. Long, through Sandy Shores (we can stop at the maniac's house, admire the organs preserved in alcohol in jars :)), then on the highway, and left, towards Paleto. There you can make a stop at a gas station, and from there you can move on, until you turn into the forest at the sawmill, and there by country roads back to the city.
2. Short, if you go straight on Highway 68, cross the big highway out of the city by the bridge, then past the windmill farm, and straight into the city along the narrow and winding, but very high-speed highway, I forgot its name. And, by the way, the final point of the route can then be made the parking lot at the casino - it is just not far away.
Tomorrow I will draw and lay out maps with both routes, we will compare - we will choose.

On super- or sports cars, we will quickly fly around everything - the map is small - and we won't really see anything. Only now, I'm afraid the meeting on lowriders wouldn't turn into a classic show of lowriders with jumping cars and rapping from the trunk :)
As for the boat trip - I don't know, I don't really know how to fit it into our run.

We arrange a lynching trial over the winner of the fight (the last survivor) - we shoot from flare guns and as a prize - a ceremonial funeral - a column to the cemetery (hearse is available))

Part 3. Wedding
The wedding cortege (the hearse is turning into a white limousine) moves from the cemetery to the church where the wedding is taking place)) a couple of circles around it and we go to some picturesque place on the coast, next to which everyone will moor their yachts, whoever has. At one of them, we are organizing a wedding banquet with booze and fireworks, we go for a drive in hydrikas. After that, ashore and in an organized column to the airport.
