If I remember correctly in the properties of the game in the incentive you can add additional startup parameters.

Set launch options
1)right-Click mouse on the game title in Steam library and select Properties.
2)In the General tab click Set launch options....
3)Enter the parameters you wish to use (make sure to separate each code with a space) and click OK.
