On a PC with a configuration close to the PS4/XBO(8-core AMD processor at 3.2 GHz, Radeon R7 370, 8 gigs of memory) Fallout 4 is either higher FPS or the best graphics. Problem with FPS in the game from the fact that the vanilla textures are VERY large in size 2048*2048, even on the minimum settings. High Resolution textures from Bethesda also this size. On my motherboard, I can only drive up to 3.9, but I have never noticed a significant increase from this in games so far, so I use it in stock. I think these 6 cores are capable of pulling the 2015 game without problems, and I pulled more demanding toys.
And about loading the map, at least everything is going smoothly, at least in the video. For me, if the frequency drops below 40 frames, then it is already very unpleasant to play.

That is, I use mods for new building elements, armor and weapons. But still, the game is clearly not showing itself so well. It even resembles TEC 4 Oblivion. There were also friezes, friezes were loading locations. You run and friezes for 1-2 seconds, and then something was loaded in front, for example, ruins. At the gazebo after Oblivion, everything went through the optimization. Oblivion was still not so terrible, it got worse further.
Until recently, I played on FX6100 and 8GB of memory. A 6GB paging file was connected, vertical was enabled. 150+ mods installed and a heavy AAF framework with mods. Average fps was 40-60 (at ultra / high). But, in well-known locations ( like Jamaica or Boston) dropped to 27. Now the FX 8350.24GB of memory, there is no swap at all. FPS is almost stable (again, except for well-known locations, it is 35-55 there). Textures are loaded immediately, but rare microfreezes appeared.
