But no one has yet succeeded in using interception to prevent terrorist attacks. Only such surveillance is effective, which is conducted in relation to very specific suspects, pointwise. So why are such laws being passed? Is it just ignorance and malice?

The fact is that "storing user data" is not just an obligation for an operator to write a more powerful RAID for himself from China, so that more data can fit on it.

The means for storing data within the SORM - this can only be equipment certified by the FSB. The purchase of storage units today takes about half of the money that Russian telecom operators spend on meeting SORM requirements for spying on their users.

What is Certified Hardware? Is this any special equipment? No, never, in Russia they do not produce any RAID, everything is imported, purchased and imported. Including computers, software, and peripherals used in the holy of holies of the power unit.

Certified means only that you cannot buy this piece of iron, invented in the USA and assembled in China, either from a manufacturer or from a wholesaler abroad. There is a narrow group of quite commercial companies with FSB licenses, which buys this equipment abroad, imports it into Russia, slaps a certificate of conformity on it, and then sells it to telecoms. This very sticker, which is more expensive than all the equipment, is the whole point of the grandiose scam. Quite in the spirit of Zoshchenko's story about the "weak container".

That is, all these conditional 5 trillion rubles, which telecom operators and Internet sites will have to spend on the purchase of new storage units within the Yarovaya-Ozerov package, will not go abroad at all, not to some foreign equipment manufacturers, as many have managed complain. These expenses will make a pretty narrow circle of legal entities and individuals who have been feeding on the supply of SORM solutions for many years, and in a hungry year they wanted to earn ten ends. This is the only rational explanation of the technical requirements included in the Yarovaya-Ozerov package. In the same way as Federal Law No. 139, Russia's first "censorship" law on filtering and blocking websites, in fact, did not bring us any political censorship. But it brought the need for operators to purchase equipment for Deep Packet Inspection,

Here is a story about the St. Petersburg LLC "Special Technologies" and its excellent founder, now on the wanted list for pedophile articles. In early 2015, he was charged with 20 episodes involving minors, and - suddenly - was released on recognizance not to leave, from which he, of course, immediately fled abroad. At the same time, the company did not go anywhere, it was re-registered to other persons, and it remains one of the largest players in the Russian market for the supply of solutions for SORM.

But do not think that the fugitive accused has gone far from the usual trough. Already 4 months after he was put on the wanted list, a new LLC appeared in the city of Moscow, with the same name "Special Technologies", and with the fugitive's father as its founder. By November 17, 2015, this new firm had already received a license from the Federal Security Service of Russia for the protection of state secrets to develop, supply and maintain "special technical means designed to secretly obtain information." And the young company with a charter of 10 tyr began to execute government orders for the supply and modernization of SORM solutions 25 days before receiving the same FSB license. The first order, worth ₽13.756 million, came from PJSC Rostelecom; after another month and a half, the second one, worth ₽7.080 million, came from the Volgograd branch of the same state corporation. Also for the modernization of SORM equipment. Then the company had contracts in the Tver branch of Rostelecom and in the State Research Institute of Information Technologies and Telecommunications ... Search or not wanted, but the pot is cooking. And after the entry into force of the "Yarovaya-Ozerov package" from orders for the modernization of equipment from "Special Technologies" the golden age ends, and the diamond one begins immediately. And from St. Petersburg, and from Moscow.
